I'm still experiencing this issue. is there any more information I can
provide?
manually installing language-pack-gnome-xx and language-support-xx seems
to work well though.

Hmm... my guess would be that your package cache is screwed up.
Does 'apt-get update' from the command line return any error message?
Have you updated from a previous Ubuntu release or did you install it from
scratch?
Could you please post the output of 'dpkg -l | grep language-' ?

You can install the language pack from terminal:
sudo aptitude install language-pack-xx
xx is the two letter code of your language.

might be related - though that issue is reported to be solved by recent
software updates.
on my system, everything is updated to the latest package, but the
problem still persists

This happened to me too. I tried to install Spanish and Esperanto, but
it didn't seem to be doing anything.
