Closing as Fix Released: it seems to me as though this was already fixed
at some point: I can't reproduce the issue on the development release.

I looked into this bug a little bit thinking that it would be very easy
to fix, but it seems to be a little bit more in depth than changing the
order the tabs are listed in for the VPN connection.
There are several other connection types whose tabs are also out of order.

There should be a pretty easy fix to this; it's a matter of taking the
network-manager-applet code from lp:~network-manager/network-
manager/ubuntu (running bzr bd-do to get to a source tree), and fixing
the order in which tabs get loaded in the connection-editor files.
