I believe this is fixed with the latest sbuild (0.62.6), now in precise,
as it has a --resolve-alternatives cli option. I just merged this
tonight, so give it a shot.

As an additional note, I should point out that the sbuild failure
happens even if the second alternative is installed into the schroot;
e.g. for php5, if language-pack-de is installed, sbuild still fails
because the fake package generated depends on the non-existent locales-
all package.
