No, they are not. All headers in /usr/include/c++/4.{5,6}/i{4,6}86
-linux-gnu/64 are missing in the libstdc++6-4.{5,6}-dev_*_i386.deb
packages. Try the following on a i386 install (or a i386-chroot):
$ echo #include fstream | g++ -m64 -xc++ -E -
