No, wesnoth-1.9 is explicitly blocked because it is a devel version. If you want wesnoth-1.9 you can grab it from my PPA. I am currently finalizing the wesnoth-1.10 package (new upstream devel release) and *that* one will get synced, but wesnoth-1.9 won't. Thanks for your interest and
