This is broken again in 12.10. It is daylight savings time here in
continental Chile until 27 April.
Speaking to my colleagues here in Santiago, it seems that the whole
world doesn't get this right (ie, even their cell phones).

source tzdata package (apt-get source tzdata), unpack it, download the new IANA
file (https://www.iana.org/time-zones/repository/releases/tzdata2012b.tar.gz),

Well yesterday through the system updates, I got a daylight time saving
update. Now Chile time it's properly working, and as valerio said, the
installed package was tzdata-java_2012b-0ubuntu0.11.10_amd64.deb.
What I can recomend is to get the lastly system updates.
