For what it's worth, I've been having the same problem the last few
versions. Scrolling the theme app distorts the window view port and
sometimes crashes some panel applets or the entire panel altogether.

Excuse me, I forgot to answer.
I've got the qt-engine installed.
Without the gtk-qt and the qtpixmap engine it still works, there is no
difference.

I can confirm this. At the first you could change the theme, but then I've got
the same crashes. The theme manager crashed, and loads of other applets. The
theme looked very weird. After I deleted the old ~/.gconf the theme manager
didn't load the thumbnails of the themes and when you scrolled
do you have gtk-qt-engine installed? does it happen without it?
