Could it be the same issue as #1745349? It looks like it is the Spectre fix
that causes the issue.
The problem goes away for me on the 4.4.0-112 kernel with the "noibpb" kernel
argument on boot.

I've also tested below procedure to see if there's any impacts on
resizing "non-NVMe" devices by using the mini.iso enabling the installer
to fetch necessarry components from -proposed.
Here's the mini.iso URL I've tested:

The exfat filesystem is under Microsoft patents and they don't allow
free use, see https://www.microsoft.com/en-
us/legal/intellectualproperty/mtl/exfat-licensing.aspx
It means it's likely not installable by default in Ubuntu so unsure
there is a point trying to get it in promoted...

I have tested the latest trusty-proposed mini.iso by enabling the
installer to fetch its own components from -proposed, in this case
partman-partitioning.
It is now possible to resize a NMVe drive at installation.
