At seemingly random times, gnome-shell uses 100% CPU when moving the
mouse cursor over the desktop and top panel. And the frame rate drops to
single figures, almost frozen.
I first noticed this in the aggregate menu but the only reliable
reproducer I've found is to drag the

"intel_idle.max_cstate=4" to cmdline resolves the issue but probably at the
