By a quick glance zstd _compression_ is still single threaded. Switching
it to be multi-threaded may help with the timeout. I planned doing that
(with the kernel builds in mind) and the idea was switching
decompress_zstd() in dpkg to use the zstd command instead of libzstd's
API.

The new 3.6.0-based package in jammy-proposed does not list those extra
dependencies in WiresharkTargets.cmake.

OK, I've tested it in clean multipass VMs and test-snapd-rsync-
core20.rsync does not work on Bionic, Focal and later. Interestingly it
ships a local copy of libc6 inside that could be the problem and it
worked on Focal for some time due to accidentally matching the host's
libc6.

VM with the old glibc (2.31-0ubuntu9.2) from focal-updates.

It is great that the failures don't prevent migration of other packages
now in Ubuntu, but locally the tests are still failing but they should
not be:

installed has been removed from -updates because it caused regressions

the installer that i've already commented on.
BTW test-snapd-rsync-core20 does not work on Groovy and Hirsute either and I'm
surprised that no one reported that yet.
