There's another ppa, "Nvidia-legacy" that has also packaged 390 for
noble, but that fails on boot too. Well, at least I know it's not just
my package.
I don't know what else to try. I've tried different kernels (liquorix,
xanmod), older mainline kernels (6.5.11), replacing lightdm with sddm,

take a look at it. Unfortunately, the log still leaves some guesswork.

@GB(querty): When you say you disabled the PPA's, did you just remove
them from the source list or did you actually run ppa-purge on them? And
counting "Broken" packages is not really useful, as just a small number
of broken packages can cause a chain reaction.

You have a lot of PPA's in use. See /etc/apt/source.list.d/ for details.
You need to run ppa-purge on them to revert to standard package versions
before attempting to upgrade.
