I actually got the wi-fi working on the Ubuntu 13.10 live CD. Here's
how:
Ubuntu Software Center Edit Menu Software Sources Ubuntu Software
Check all boxes then hit the close button.
After this I closed Ubuntu Software Center.
Then, I opened a terminal and entered:
sudo apt-get update
The most descriptive explanation I've seen so far is, It's not
working. It's not possible to investigate this bug any further without
more information. You need to post basic info like system make/model,
chipset model, driver package versions, dmesg logs, syslog logs, etc.
