Reading this upstream bug, it looks like it's fixed in 1.4.0, which will be
available in 24.04/Noble or 22.04/Jammy with the Lubuntu Backports PPA added to
it.

I'm getting again what I'd describe as strange/unexpected behavior on
Fedora 35 (LXQt 0.17.1)
Using 'tuxcursor' with a saved size of 30; on logout & login the XQt.Settings
-> Keyboard.and.Mouse.settings window is returning to 21 on
- hp 8200 elite sff (i5-2400, 8gb, nvidia quadro 600)
however
Status changed to 'Confirmed' because the bug affects multiple users.

Booting a live *jammy* system on
- dell [optiplex] 755 (c2d-e6850, 5gb, amd/ati radeon rv516/x1300/x1550)
I made changes using LXQt.Settings -> Keyboard and Mouse settings and
they are saved as expected in ~/.config/lxqt/session.conf
logout the session & login back in
