I *think* I managed to recreate this appropriately. I did an install with the noble amd64 iso dated 15th April 2024, within a VM and disabled my wifi from the host machine. The VM was then "connected" to a network, but with no actual internet access - I hope this is enough to mimic a "deadnet"

So this outcome is not limited to xubuntu. I was able to produce the same result with the base desktop ISO as well. The key here is a "deadnet" type configuration - active networking but not going anywhere. I was however able to make the install work on the deadnet by setting the autoinstall
