I just updated to precise and I get a crash running the testcase given
in comment #7:
$ python -c import PyKDE4.kdecore

I've done some additional testing, including backing out my small patch
in pyqt4 for Python 3. It still crashes. So I think the bug is
elsewhere. The sip stuff hurts my brain, so I'm going to unassign
myself from it, but I am happy to help others debug the issue.
