[Ubuntu-phone] An old issue (supposed to be fixed) is still prevalent

This bug (the first item of the Today, apps scope etc. gets confused of its position) started appearing after the OTA-9 update and it was supposed to be fixed with the unreleased OTA-9.5 update. Now even after OTA-10 update I have experienced this issue 3-4 times
