Hi,

The existing firmware-updates exception was granted by the release team a
number of years ago:

This worked relatively well at the time, but a few notable changes have
happened since then:

   - More security sensitive updates to the OS such as "UEFI dbx" updates
   can now be distributed with fwupd.
   - The ecosystem for firmware updating has since exploded.  Hundreds of
   different devices are available now.
   - The stack has morphed such that EFI application and Linux software are
   distributed separately.
   - In addition to a wide array of unit tests, upstream has adopted a
   device emulation framework.
   - Upstream now advertises EOL dates.

Considering all of that, I wanted to discuss with the release team to
modify the exception used for the firmware updating stack to allow
migrations from one stable branch to another; especially considering EOL
dates.
I've drafted an updated proposal in this wiki page and aligned it
directionally upstream:

Can the release team please review and consider this?  If approved we can
just copy the text from the new page to the old page and delete the new
page.
