Thank you for your insights. I did aptitude full-upgrade and was indeed
annoyed by hung apt/dpkg processes running without a terminal attached.
Also, there were whiptail processes stuck in an endless loop.
Unfortunately, the entire system kind of crashed (only ping from outside
worked)

thanks for taking the time to report this bug and helping to make Ubuntu
better. This isn't
the first report I've seen today involving
debconf: DbDriver config: /var/cache/debconf/config.dat is
locked by another process
So I'm starting to suspect something fishy is going on,
