I refered to the Ubuntu Administration Handbook accessible via internet. libvirt-bin docs in ubuntu-wiki. Both point to /etc/default/libvirt-bin for configuration of libvirtd. An other point: why does /etc/default/libvirt-bin belong to the package? Should not be there any more since it isn't
