I would argue this is a feature.
In most environments were quagga is run you really really don't want an
uncontrolled start/stop of the services this provides.

Debconf really_stop default value break unattended upgrades

This sounds like unattended-upgrades should just add this to its
blacklist by default and only notify about it but leave it to the admin
to actually perform the upgrade of this package. OTOH however this would
mean that when people explictely use really_stop = true it would still
not get upgraded.
