Thank you for taking the time to report this and helping to make Ubuntu better. I've known Transmission to fluctuate above the speed limit for a brief period, and don't consider that to be a serious bug. But if you're getting =sustained= 75 KB/s or more when the speed limit is set to 10 KB/s
