I think this happens with invalid ID3 tags... If you erased them and
create new ones, tagtool starts to behave normally..

Copy of ID3 tag V2 to v1 behavior not consistent in tagtool

When viewing the V2 ID3 tag a file in Advanced Mode using tagtool, the
shortcut to copy the V2 of the tag to V1 doesn't work. It creates the V1
tag if it doesn't exist but it doesn't fill it up.
This is because of an if check that in my opinion
