With the services stopped you would change the setting in core-site.xml:
<property>
<name>hadoop.tmp.dir</name>
<value>/var/hadoop/tmp</value>
</property>
Then move your /tmp/hadoop folder over to the new location:
mv /tmp/hadoop /var/hadoop/tmp
