Pacemaker allows date/time-based rules for options (for example,
disabling stickiness outside business hours, or scheduling maintenance
mode ahead of time).
The date_spec CIB element allows specifying when the rule is in effect,
by years, months, days, hours, minutes, seconds, etc.
