The *deliver_sm* used by SMSCs both for DLR and MO messages. Kannel can
handle it with sms service.

Below is a sample config for catching all incoming messages and sending
them to a HOST.

They are probably USSD over SMPP requests, do you have such things? Talk to
your smsc ops wheter they have USSD over SMPP feature.

I am using Kannel 1.4.5, have connections to several smsc and successfully
receive/send sms messages from/to short codes. Everything is working like a
charm.
