On iOS 17.4+, copying web content no longer writes RTF to the pasteboard. Instead, web archive data is written, and is only converted to RTF when pasting. In this scenario, there is no loaded image, only attachment data. Consequently, existing logic to create `WebMultiRepresentationHEICAttachment` is elided.
