This is now in testwiki (also beta enwiki) and seems to be working well. Just from testing some large API queries, it seems on par with pageterms on performance (both are fairly fast even for thousands of pages). I think it could go to enwiki later this week, but I won't be

I disagree with the decision, but I don't think it's particularly bad. It means we (and client libraries) can't re-use code that was written for lemmas (e.g. lemmans and representations can't be represented as a JSON object, but will have to be
