  This is now done, but it's probably not the best solution. After someone 
dismisses the message, they cannot re-enable it without requiring that they 
delete the cookie created. The Watchlist summary also still breifly shows shows 
every time the page is loaded which creates a large layout shift 
<https://web.dev/cls/>. Honestly, I don't think we should force the user to see 
this in the first place. They can learn of the resources through other means 
and should not be subject to seeing it each time. For this reason, I've created 
an RFC to delete the watchlist summary altogether on Wikidata: 
https://www.wikidata.org/wiki/Wikidata:Requests_for_comment/Remove_watchlist_summary
