Let me clear it a bit. The only ones who git blocked were Vladimir Medeyko and
few others involved in creating of Russian Wikipedia clone. For example, all of
NWR-Hist User group is still active in various projects while most of its
members are still in Russia.

For your information WMF doesn’t allow donations from Russia since 2014. That
was noted several times (for example https://habr.com/ru/post/242987/ (in
Russian)). Russian Wikimedia community repeatedly asked to transfer donors from
Russia
