I did with Xelatex
it is definitely font issue, I tried with Nakula it worked fine however
it did not render well with Sanskrit 2003 however the same thing when I
type on Mac it renders alright with sanskrit 2003, I think it has something
to do with itrans typing

I have Sanskrit 2003 and it looked at the keyboard layout and could not see
that symbol anywhere.

I don't know why are you using itrans, typing in Hindi or anyother language
directly works just fine. I use ubuntu and TeXworks, and it allows me to
directly
type in Hindi using itranks encoder and XeLaTeX.

and run but do not want it to print to the PDF file.
Once I load the file then I can use \nameref to call a particular item.
