I just commit this new parameter in the global configuration file :
* no_event_handlers_during_downtimes

The Shinken default configuration file is set to 1, so the "new" behavior.
But if you load a nagios configuration that do not have this parameter, it
will use the default value 0, so the Nagios behavior. Every one should be
happy :)
