Attempts were made to contact 0 nodes.

And this message will not go away for love nor money - I tried everything I
could think of, new seed nodes, restarting a hundred or so times,
relaunching my connection to the internet, removing every interaction
between Microsoft Windows and the internet connection - nothing.

Okay - where were you getting these files from?
What does http://127.0.0.1:8888/servlet/nodestatus/nodestatus.html show you
for the number of nodes in your routing table?
If it has zero, we have a problem - what's in your seednodes.ref?
