"Those options both depend on cooperation from your Window Manager and
other applications.

The 'Present' option simply requests that your WM make the window the
active window. What your WM/DE does with that is entirely up to it.

The 'Raise' option directly requests a change in the Z-order of the window
but that will only effect a change with regard to other windows within the
same class/type (or that aren't otherwise specially handled)."
