Hi Ms. Hahn! I think what you are describing is doable using Pidgin (with a potential fallback on writing a plugin or modifying the source code which is under an open source licence) and that Pidgin should run fine on Windows 8.1 and Windows 10.
That put aside, pidgin being a gtk+ app may not play nice with Windows' accessibility features and you may wish to look at more native Windows instant messaging clients such as https://en.wikipedia.org/wiki/Miranda_IM and http://www.miranda-ng.org/en/ which may work better for you in this respect.
