Hi Steve, Which protocol are you seeing this with (XMPP, Skype, IRC, something else)? Depending on the protocol, there could either be a bug that it's not listening to the 'deny' request (I know that the Steam plugin has this issue at the moment), or that it's not looking at the block list.
