This all looks like pretty standard stuff for a a service interruption
regardless of how it started.

This is usually caused by an internet connection not being fully ready.

(Connection refused.).
(22:13:35) *proxy:* Connection attempt failed: Connection refused.
The remote server was not accepting connections.
