The < > counter in the Head2 format keeps the value of the first counter the same but doesn’t display it. If the < > counter is not in that position, the <A+> in the Head2 format refers to the first counter (not the second), and FrameMaker produces [incorrect results]. Interestingly, on page 51, the table for Japanese numbering options, "Building block" is the heading for the column that contains constructs like "<zenkaku n>" (meaning "Fixed-width Arabic numbers.") It's a good example why it's important to observe a doc set's style guide diligently, if there is one, and to have one if there isn't one.
