One factor that makes dnf difficult when poor network communication causes downloads to time out is whatever partial file data has been read is discarded. Dnf starts a new download for the failed file from a different server. If that new download times out, whatever has been received is discarded again, and this repeats -- until the download succeeds, or all mirrors have been tried, in which case dnf fails.
Fortunately, whatever files have been successfully downloaded remain in local storage after "dnf upgrade" fails. Repeat the dnf command, and only the missing files (unfortunately, these are usually large files, because they are more likely to time out) will be read again. My problems with this were fixed with a different wi-fi access point. A new wi-fi dongle for your computer may be easier than waiting for better support of the device you have.
