That's weird. After next reboot, it started to work correctly.

  "Insert Emoji" does not work anymore on Ubuntu 18.04 after recent

Bug description:
  Recent update removed the gnome-characters package and now the "Insert
  Emoji" menu option does nothing. Please, fix this.
