The Snap version of System Monitor seems to have this issue as well on
latest Ubuntu 19.04.

  Some utility applications used in Ubuntu are not placed in the

  Livepatch
  Software Updater
  Power Statistics

  Input Method

  Please, consider moving them to the Utilities folder.
