Hello Chris, I have tested the latest desktop-file-utils (0.24-1ubuntu3) package from focal-proposed and can confirm that the issue is now fixed - Software installation is now the default action for deb packages opened from Nautilus.

We do need to test this on other flavors to ensure their defaults are still honored.
