Confirming, this is still the case in Intrepid. Update-manager should honour version locks (which one can apply in Synaptic, Aptitude, etc) and not offer to install updates to locked packages. Synaptic, Aptitude and Apt-get do this correctly. I'll flag this bug as "confirmed".
