The staff group is a system standard group which is created when your
system is installed.  If you have a regular Ubuntu installation and
something removed that group, then that something is the component with
a bug, rather than Emacs.

Granted, emacs could be made more robust against this error.  In the
transcript of duplicate bug #397116 you can see that cups also emits
this error, but apparently treats it as non-fatal.  But one could also
argue that the culprit which removed a system group needs to be fixed,
and that emacs is to be commended for highlighting this problem.

I'm still leaving this bug's status as Incomplete to mark that the cause
of the problem is unknown.
