The staff group is a system standard group which is created when your system is installed. If you have a regular Ubuntu installation and something removed that group, then that something is the component with a bug, rather than Emacs.
Granted, emacs could be made more robust against this error. In the transcript of duplicate bug #397116 you can see that cups also emits this error, but apparently treats it as non-fatal. But one could also argue that the culprit which removed a system group needs to be fixed, and that emacs is to be commended for highlighting this problem.
