eword-encode is provided by the flim package.  It's currently in
Recommends: but should perhaps be upgraded, as apparently you cannot
install w3m-el-snapshot without flim.

@hiro: Did you install w3m-snapshot-el with --without-recommends?
Otherwise, it should have been pulled in by the dependencies.
