Public bug reported:

Binary package hint: dh-make-perl

To reproduce:

$ cd /tmp
$ sudo dh-make-perl --install --cpan PatchReader

Output (last, relevant lines only):

dpkg-deb: building package `libpatchreader-perl' in
`../libpatchreader-perl_0.9.5-1_all.deb'.
make: Leaving directory `/PatchReader-0.9.5'
dpkg: error processing /tmp/libpatchreader-perl_0.9.5-1_all.deb (--install):
 cannot access archive: No such file or directory
Errors were encountered while processing:
 /tmp/libpatchreader-perl_0.9.5-1_all.deb
Cannot install package /tmp/libpatchreader-perl_0.9.5-1_all.deb

The problem is that the .deb is created in / (?????), while the install
command expects it in /tmp...
