I encountered this problem. On the "Add to Panel" menu, you can choose to add a "notification area" to the panel, but it doesn't do anything except add some blank space that makes the network icon move around in wonky ways. Instead, you have to add "indicator applet", which seems to do the same thing as the notification area once did (it has the volume control and the messaging icon in it, for example).
