Regarding your workaround of using Compizconfig Settings Manager to set the 
Composite plugin refresh to 60 Hz (or another fixed value) rather than 
automatically detect it, I am skeptical that it works.

I found that simply restarting Compiz with 'compiz --replace' is what
causes the temporary performance improvement.  Have you run for days
with your manual refresh setting to see if there is a long-term
improvement?

In fact, I though my computer had locked up when I first did compiz
--replace.  It did some flashing stuff with the windows, and then froze
up for at least 60 seconds.  I almost rebooted it, but them compiz came
back up and things were working smoothly!  Do I really need to make a
cron job to restart compiz every few hours or once a day?

I am going to suggest that this is a compiz bug...?  I haven't tested on
'Ubuntu Classic' session with Gnome+compiz to see if there is a
difference compared with Unity+compiz.  I'll do that soon.
