OK, I've marked this invalid, however /etc/default/grub had the following lines:
GRUB_CMDLINE_LINUX_DEFAULT=""
GRUB_CMDLINE_LINUX=""

When I changed this to :

GRUB_CMDLINE_LINUX_DEFAULT= acpi=linux

The installation and configuration of both the kernel and grub 1.98 finished 
successfully.  The grub install then wanted to change the first line back to 
GRUB_CMDLINE_LINUX_DEFAULT=""
Which I allowed.  It seems strange?
I'll revisit this again if the problem happens next time around
