I have the same issue, with a Logitech G500 mouse.

I find that if any application opens up secondary windows, like say a
search/replace dialog boxes, or even too many menus, then there seems to
be some sort of buffer that fills up and makes window dragging more and
more choppy.

This is usually resolved by simply closing and restarting that
application.

it's a very annoying bug, and like everyone else here has said, if I
plug in an old Microsoft mouse the problem goes away completely.
