I have the same bug in my Dell Latitude D820 Laptop, *sometimes*
resuming from suspend does not restore the brightness and you can not
change it any longer. Reboot is needed.

I have tried manually changing it with:

(minimal brightness)
<<echo 0 |sudo tee -a 
/sys/devices/platform/dell-laptop/backlight/dell_backlight/brightness
0>>

(maximal brightness)
<<echo 7 |sudo tee -a 
/sys/devices/platform/dell-laptop/backlight/dell_backlight/brightness
7>>


And here it is reported to change, but nothing happens in the backlight 
actually.

/sys/devices/platform/dell-laptop/backlight/dell_backlight/actual_brightness>>
